Is bottled water safer than tap water?
Two different agencies, two different rulebooks, and a price difference that is easy to underestimate by a factor of a hundred.
The short version: bottled water is not inherently safer. Tap water is regulated by the EPA, bottled water by the FDA as a packaged food, and FDA standards must generally be at least as protective as the EPA's.
The differences that matter are practical: municipal systems test far more often and publish the results, bottled water brands are not required to disclose theirs, and a substantial share of bottled water is municipal tap water that has been filtered and packaged.
Two regulators, similar standards
Public water systems fall under the Safe Drinking Water Act and the EPA. Bottled water is a packaged food product, so it falls under the Federal Food, Drug and Cosmetic Act and the FDA.
The standards themselves are broadly aligned. When the EPA sets or revises a limit for a contaminant, the FDA is generally required to adopt an equivalent standard for bottled water or explain why it is not applicable. The headline numbers therefore look similar.
Where the two regimes diverge is in monitoring and disclosure, and that is where the practical difference lies.

The transparency gap is the substantive one. Your utility must tell you every contaminant it detected, at what level, and how that compares to the limit. A bottled water company is not required to tell you anything equivalent, and most do not.
Where bottled water comes from
A meaningful share of bottled water sold in the United States is municipal tap water that has been filtered, sometimes remineralized, and packaged. Products labeled purified water or drinking water frequently originate this way, which is legal and disclosed, if quietly. Spring water comes from a spring; mineral water must contain a minimum level of dissolved solids from its source.
This is not an accusation of fraud. It does undercut the intuition that bottled water is categorically a different substance from what comes out of a tap. Often it is the same substance, filtered again and priced several hundred times higher.
PFAS in both
Tap water now has a national dataset. Between 2023 and 2025 the federal government tested 10,313 public water systems for 29 PFAS compounds, and you can look up your own system's results. That testing found detections in 60.1% of systems.
No equivalent national program exists for bottled water. Independent testing has found PFAS in some bottled products, and the FDA has taken steps toward standards, but there is no public, comprehensive, brand-by-brand record comparable to the federal tap water file. Choosing bottled water to avoid PFAS means accepting substantially less information, not more.
When bottled water genuinely makes sense
There are real cases, and they are specific.
- During a boil notice or after a main break, until the utility clears the supply.
- Where a system is persistently above a federal limit and no treatment is installed.
- On a private well that has tested positive for bacteria or nitrate, while remediation is arranged.
- For people with compromised immune systems, on medical advice.
- Where no tap is available.
What these have in common is a known problem. Bottled water as a permanent default, chosen without reference to any test result, is an expensive substitute for finding out what is actually in your water.
The honest comparison
For most Americans, in most places, tap water is as safe as bottled water, is tested far more often, and costs a tiny fraction as much. The sensible sequence is to find out what your own system measured, read your annual water quality report for the contaminants that testing did not cover, and if something specific turns up, treat it with a filter certified for that contaminant. That addresses a known problem at a known cost.
If you prefer the taste of bottled water, that is a perfectly good reason to buy it. It is just a different reason from safety.
